Governance of the Development and Regulatory Authority (RDA) for SIRs

➤ The State Government will constitute an RDA for every Special Investment Region to ensure structured planning and supervision.
➤ Each RDA will function as an independent statutory body responsible for development control and regulatory oversight.
➤ The Government may nominate any suitable department, agency, or public-sector entity to operate as the designated RDA for an SIR.
➤ The RDA will include a Chairman, Vice Chairman, CEO, and a panel of appointed members, combining officials and domain experts to drive transparent and efficient regional development.

Key Powers and Functions of the D–RDA

➤ To prepare land-use frameworks, zoning plans, and development schemes to guide structured growth within the SIR.
➤ To supervise, regulate, and coordinate all activities that support planned and orderly regional development.
➤ To develop essential infrastructure, utilities, and community amenities required for sustainable urban expansion.
➤ To acquire land, manage assets, and oversee the allotment, leasing, and transfer of plots and properties.
➤ To execute agreements with investors, industries, and developers for approved projects within the SIR.
➤ To levy applicable fees, manage user charges, and monitor compliance with development regulations.
➤ To prevent unauthorised construction and ensure proper enforcement through on-ground inspections and governance mechanisms.
